Portal launched
The MKSY web portal, developed under NIC Uttar Pradesh, was inaugurated by the Chief Minister with the Governor and the Union Minister for Women and Child Development.
Who is eligible
- The family must be resident in Uttar Pradesh, shown by a ration card, Aadhaar, voter ID, electricity bill or telephone bill.
- The family's annual income must be ₹3 lakh or less.
- The family must have at most two children.
- At most two girls per family benefit. If the second delivery produces twin girls, all three girls are eligible; if a girl is born first and the second delivery produces twin girls, all three are eligible.
- An adopted orphan girl counts within the limit of two girls, including biological children.
- Stage 1 applies to girls born on or after 1 April 2019; stage 2 to girls not born before 1 April 2018.

- Proof of Uttar Pradesh residence — ration card, Aadhaar, voter ID, electricity bill or telephone bill (submitted once, at first application)
- A latest photograph of the girl child (every stage)
- Stage 2: immunisation card
- Stages 3, 4 and 5: admission certificate for class 1, class 6 and class 9 respectively

Check the girl's eligibility
The portal has an eligibility checker. Use it first — the date-of-birth cut-offs for stages 1 and 2 are strict.
Register on the portal
Create a citizen login on mksy.up.gov.in with your mobile number. If you registered earlier and lost the login ID, the portal can retrieve it.
Apply for the stage the girl has reached
Each stage is a separate application with its own document — the immunisation card for stage 2, the admission certificate for stages 3 to 5, the class 10 or 12 mark sheet and institution ID for stage 6. Residence proof is uploaded once.
Verification and payment
Applications are verified stage-wise and approved lists go through a district-level committee. Payment is made by DBT through PFMS into the bank account given.

Why applications get rejected, and how to fix each one
Most rejections and stuck payments come down to a handful of record mismatches. Find yours below.
- Girl born before the stage cut-off
- Stage 1 covers girls born on or after 1 April 2019; stage 2 covers girls not born before 1 April 2018. A girl born earlier can still apply for later stages as she reaches them.
- Family income above ₹3 lakh, or more than two children
- These are the scheme's limits and cannot be appealed on hardship grounds. Check that the income and family details entered match your certificates.
- Third girl claimed outside the twin exception
- A third girl qualifies only when the second delivery produced twin girls. Adopted orphan girls count within the two-girl limit.
- Wrong or missing stage document
- Each stage needs its own proof — immunisation card, the class admission certificate, or the class 10/12 mark sheet plus institution ID. Upload a clear copy of the right document for that stage.
- Bank account not receiving DBT
- Payment goes through PFMS to the account given. Make sure it is active and Aadhaar-seeded; ask the bank to correct the DBT mapping if a payment has failed.
